Similarly, rapid population growth can lead to increased labor force availability which may contribute to increased domestic production and, potentially, exports. In this case, it is the difference between $1,046 – $1,562, a trade deficit of –$516 billion. The final category of the current account balance is unilateral transfers, which are payments made by government, private charities, or individuals in which money is sent abroad without any direct good or service being received. Economic or military assistance from the U.S. government to other countries fits into this category, as does spending abroad by charities to address poverty or social inequalities. When an individual in the United States sends money overseas, it is also counted in this category.
That’s a big shift from just two years ago, when China was the top exporter of goods into the US, and Canada and Mexico hardly came close. For instance, Mexico provided the US with more than 80% of total beer imports in the first three quarters of FY 2024, according to US Department of Agriculture data. The United States imported $44.76 billion worth of vehicles from Mexico in 2023, making it the number-one import, according to Commerce Department data. In 2022, the US imported $44.1 billion worth of agricultural products from Mexico, amounting to a fifth of all US agricultural products, according to Commerce Department data. An increase (decrease) in US-owned deposits in foreign banks is a debit (credit) to the US financial account, while an increase (decrease) in foreign-owned deposits in US banks is a credit (debit) to the US financial account. It can involve providing incentives to domestic companies to expand their export operations, investing in research and development to promote innovation, and promoting trade agreements that facilitate exports.
Countries that make net primary and secondary income payments present a trade balance above that of the current account. In general, this is the case in countries that have external debt or that receive a large volume of Foreign Direct Investment (FDI), such as Brazil, for example. The country always made net primary and secondary income payments, since, as shown in Figure 2.1A, the trade balance is always greater than that of the current account.
Today’s $621 billion deficit, representing about 3 percent of gross domestic product (GDP), is down from a 2006 peak of more than $760 billion, which at the time was over 5 percent of GDP. The deficit has averaged $535 billion since 2000, much higher than in previous decades, when it accounted for well below 2 percent of GDP. The United States ran either a surplus or a small deficit through the 1960s and 1970s, after which a large deficit opened in the 1980s and continued to expand through the 1990s and 2000s. President Donald J. Trump has made reducing the U.S. trade deficit, which has expanded significantly in recent decades, a priority of his administration. He and his advisors argue that renegotiating trade deals, promoting “Buy American” policies, and confronting China over what they see as its economic distortions will shrink the xor neural network trade deficit, create jobs, and strengthen national security.
Special Considerations: Trading Partners, Economic Cycles, and Balance of Payments
Data for U.S. exports to Canada are derived from import data compiled by Canada. The use of Canada’s import data to produce U.S. export data requires several alignments in order to compare the two series. The real goods deficit increased $11.6 billion, or 13.1 percent, to $100.1 billion in September, compared to a 15.3 percent increase in the nominal deficit. Net balance of payments adjustments decreased less than $0.1 billion. For the first time in more than two decades, Mexico overtook China as the top exporter of goods to the US last year, according to Commerce Department trade data. China is now the No. 2 exporter of goods into the US, and trailing very close behind it is Canada.

The official settlements balance is equal to changes in financial assets held by foreign monetary agencies and official reserve asset transactions. Because it is hard to distinguish official and private liabilities, the Bureau of Economic Analysis only reports the combination in Fig. In Table 3.1 the foreign official liabilities have been calculated so that an official settlements balance can be computed. One simple way to explain our views of the trade balance is to draw a parallel between a country and a household and/or a publicly traded company. A positive balance of trade contributes positively to a country’s current account, while a negative balance of trade negatively impacts this account. Countries need to identify their competitive advantage and develop policies that support their export industries. The loss of jobs can have a ripple effect on the overall economy, as it can lead to reduced consumer spending and decreased economic growth. The United States has consistently experienced a trade deficit for decades.
But for the sake of argument, in what follows, we assume that is the case. The important implication here is that the earlier mentioned budget constraint requires that any theory explains the trade balance must also simultaneously explain the capital follows. As we show, while we disagree with his analysis, Mr. Navarro does precisely that. The foreign monetary agency holdings of the liabilities of most countries are trivial, so that the official settlements balance essentially measures international reserve changes. In the case of the United States, the official settlements balance primarily records changes in short-term US liabilities held by foreign monetary agencies. This demand for dollar-denominated short-term debt by foreign central banks is what allows the United States to finance current account deficits largely with dollars.
Friedman argued that trade deficits are not necessarily important, as high exports raise the value of the currency, reducing aforementioned exports, and vice versa for imports, thus naturally removing trade deficits not due to investment. Since 1971, when the Nixon administration decided to abolish fixed exchange rates, America’s Current Account accumulated trade deficits have totaled $7.75 trillion as of 2010. This deficit exists as it is matched by investment coming into the United States – purely by the definition of the balance of payments, any current account deficit that exists is matched by an inflow of foreign investment. Table 10.1 breaks down the four main components of the U.S. current account balance for the last quarter of 2015 (seasonally adjusted).
